The Esteemed President Holds an Expanded Field Meeting of the State Security Council

On January 22, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held an extended field meeting of the State Security Council. The meeting reviewed the results of the work of the country’s military and law enforcement agencies for 2024 and outlined the main tasks for these bodies in the current year. The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the practical steps taken last year to implement the Armed Forces Development Program, the widespread introduction of a digital system, the enhancement of professional skills of officers, and the improvement of living conditions for military personnel. The report also covered work related to discharging citizens of Turkmenistan from service, conscription for military service, and preparations for the upcoming Defender of the Fatherland Day. After hearing the report, President Serdar Berdimuhamedov noted that 2024 saw comprehensive efforts to strengthen the power and logistical base of the country’s Armed Forces. The head of state emphasized that corresponding work was carried out to enhance the nation’s defense capability and declared that in 2025, the improvement and development of the Armed Forces would continue. Among the priority tasks were equipping the Armed Forces with advanced military equipment and resources, training officers and qualified specialists in the military field in line with current realities, and equipping them with skills in working with innovative technologies. The Secretary of the State Security Council and Minister of Defense were instructed to oversee the continued strengthening of the material and technical base of the Armed Forces units and the improvement of service members' living conditions. Prosecutor General B. Mukhammedov reported on the results of the work done in 2024, measures taken to improve the activities of his department through modern practices and digital systems, and the modernization of the logistical base. He also highlighted the favorable conditions created for the effective service and living of prosecutors and their families. Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces identified key objectives for this structure, including ensuring proper prosecutorial oversight of law enforcement and legal acts and conducting effective crime prevention efforts. Another significant requirement is the timely implementation of the measures outlined in the Prosecutor's Office Development Program for 2022–2028 and its associated Action Plan. The President of Turkmenistan gave specific instructions to the Prosecutor General. Minister of Internal Affairs M. Khydyrov then reported on the results of the work done in 2024 to maintain public order, combat crime, and prevent violations of the law. Specific topics of the report included equipping subordinate structures with the latest technology and digital systems, organizing preventive measures to ensure compliance with fire safety and traffic rules, and the commissioning of modern facilities in relevant divisions in the regions last year and early 2025. Upon hearing the report, President Serdar Berdimuhamedov emphasized the need for further improvement of the activities of the internal affairs bodies, including traffic supervision and fire safety services. In this regard, it was noted that educational campaigns on road and fire safety rules should be conducted. Attention was also drawn to the importance of modernizing the material and technical base of the ministry, implementing digital systems, and adopting advanced practices across all divisions. The Supreme Commander-in-Chief also issued specific instructions to the minister to continue efforts aimed at improving housing and living conditions for police personnel. Chairman of the Supreme Court B. Khojamgulyyev reported on the results of the work of subordinate structures last year, practical steps taken to implement the President of Turkmenistan’s instructions on the application of digital systems in judicial work, and the resolution of tasks outlined in the relevant development program. Summarizing the report, the head of Turkmenistan stressed the importance of selecting highly qualified specialists. He instructed regular measures to enhance the professionalism and knowledge of judicial workers and directed the Chairman of the Supreme Court to conduct regular campaigns to raise public awareness of national legislation and improve the legal literacy of the population. It was also ordered to ensure the timely implementation of the Judicial System Development Program for 2022–2028. Minister of National Security N. Atagaryev reported on last year’s results and measures taken to maintain peace and tranquility in the country. The report also covered the introduction of modern methods and advanced technologies in departmental activities to effectively address assigned tasks. After hearing the report, the Supreme Commander-in-Chief focused on prospective plans. He noted the importance of continually improving measures to ensure the reliable protection of national security and gave specific instructions to the minister. Head of the State Border Service Ya. Nuriyev reported on the results of the work of subordinate units for the past year and consistent steps taken on the President’s instructions to technically upgrade border units and create favorable conditions for the effective service and living of border guards. Summarizing the report, the Supreme Commander-in-Chief emphasized that the State Border of independent and permanently neutral Turkmenistan is a guarantee of good-neighborly relations between the sovereign homeland and other countries. Highlighting the importance of ensuring the reliable protection of sacred borders and further developing the activities of the Border Troops, the President instructed the head of the Service to focus on improving the living conditions of service members and their families. Minister of Justice M. Taganov reported on the results of activities for 2024, improvements to the national legislative framework in line with modern requirements, and the introduction of digital systems. The report also touched on the organization of public awareness campaigns about citizens’ rights and obligations and the provision of appropriate legal assistance to the population. After hearing the report, President Serdar Berdimuhamedov stressed the importance of aligning the legislative system with internationally accepted norms. He stated that draft legal acts developed by state structures must comply with the Constitution and existing laws of Turkmenistan and gave the minister specific instructions. Chairman of the State Customs Service M. Khudaykulyyev reported on activities in the past year, fulfillment of instructions by the Supreme Commander-in-Chief to strengthen the logistical base, and practical steps taken to effectively implement the department’s Development Program. Summarizing the report, the head of Turkmenistan stated that the growth in the country’s trade turnover and the expansion of its transport and logistics potential require high-level customs operations and proper customs control. In this regard, he emphasized the need for further development in this direction. Focusing on the Service’s prospective tasks, the President instructed control over the technical upgrading of customs terminals with modern surveillance equipment, increasing their throughput capacity, and strengthening international cooperation with relevant organizations. Chairman of the State Migration Service A. Sazakov reported on the results of last year’s work, measures taken to successfully address assigned tasks, and the progress in implementing the Development Program. The report also highlighted efforts to improve employees’ working and living conditions and enhance their professionalism. He mentioned the regional ministerial conference “Eradicating Statelessness in Central Asia,” held in November 2024 in Ashgabat, which reviewed the outcomes of the global campaign in Central Asia. After hearing the report, the Supreme Commander-in-Chief emphasized the importance of continuously improving the department’s activities and migration services. Among the key areas of activity identified were the modernization of the material and technical base, strengthening international cooperation, and improving employees' working and living conditions. The head of state gave the Service head instructions regarding personnel training. Addressing the meeting participants, the President noted that, in line with the defensive Military Doctrine, the independent and permanently neutral state is carrying out focused work to ensure high-level national security and territorial integrity and improve the living conditions of service members and their families. This work will continue in the future. The head of state also reminded that on January 27, Turkmenistan annually celebrates Defender of the Fatherland Day, a bright testament to the great trust, boundless respect, and care extended to military personnel and employees of military and law enforcement agencies.
